(1) The Board of Trade Regulations are more than sufficient to protect gas and water pipes from corrosion. These Regulations have been adopted as Rules in the Ordinance.
I consider that the English practice of compelling the Telephone Company to double their wires should not be applied in a small Colony. The existing wires should be doubled at the expense of the Tramway Company. I think that the Government Departments should bear the expense of doubling their own wires as was done by the Government of the Cape of Good Hope.
Double trolley wires are impracticable and a conduit system unreasonable in this case.

(2) I think that insulated returns for trolley tramways are unreasonable.
I do not know how far the magnetic observatory is situated from the tramway. This is alluded to in (7) of the Telephone petition, but no formal objection appears to come from the observatory.
I think that the existing telephone wires should be doubled at the expense of the Tramway Company, and even then the Telephone Company will suffer expense in the future, both in extra cost of repairs, and in construction of new lines.
